Pesticide means any substance or mixture of substances intended for preventing, destroying, repelling, or mitigating any pest [40 CFR 152.3]. An organism is a pest under circumstances that make it deleterious to man or the environment if it is "any vertebrate animal other than man" [40 CFR 152.5].
This regulation would logically include Democrats.
